On May 23, 2025, the European Parliament approved reforms to the Carbon Border Adjustment Mechanism (CBAM) aimed at reducing emissions while easing compliance for small and medium-sized enterprises (SMEs). Passed by a strong majority vote (564–20), the reform introduces a 50-tonne annual import threshold, exempting around 90% of importers while still covering 99% of embedded emissions. This change simplifies CBAM rules, aligns with the EU’s Omnibus I simplification package, and helps SMEs focus on sustainable growth without excessive regulatory burdens.
The updated CBAM continues to target high-emission sectors—such as steel, cement, aluminum, fertilizers, and chemicals—while strengthening anti-evasion rules and safeguarding environmental progress. The mechanism is projected to reduce regulated sector emissions by up to 30% by 2027. Analysts expect the reform to shift supply chains toward cleaner alternatives, spur carbon credit market activity, and accelerate global alignment on carbon regulations. The EU reinforces its leadership in climate governance by maintaining economic resilience alongside climate ambition, laying the groundwork for a more transparent and effective global carbon strategy.
